Reserch on Techniques of Best Management Practice for Non-Point Sources Pollution.

The aims of this project are to improve the water quality among 7 local reservoirs and watersheds, and to develop better management of non-point source (NPS) pollution. By conducting research on the water quality of the following reservoirs, we conclude that the pollution in Shin-shan Reservoir comes from Keelung River and its inside loading, and the total phosphorus (TP) is the main factor contributing the pollution. Chang-kung Reservoir is a typical offshore reservoir in which the water quality depends heavily on climate and terrain. Pao-shan Reservoir will mainly serve drinking water in the near future. It currently suffered from the low clarity problem as eutrophication status. Te-chi Reservoir is an important reservoir at central Taiwan and NPS is the main source of pollution. Nan-hwa Reservoir has been damaged severely after Morak Typhoon. The clarity is also the main factor of eutrophication in Nan-hwa Reservoir. The water quality of Cheng-Ching-Lake Reservoir has been improved these years ,but it is still needed for further and continuous improvement. The water quality of Fong-shan Reservoir is the worst one. For all these causes, we will study and use water quality models, remote sensing, and on-site surveys to promote the strategies for improving water quality. What is lacking for water quality management at this stage are the scientific analysis and the control of non-point source pollution, even if the individual point source pollution is under control, the overall amount of pollution may still exceed the carrying capacity of water body. Therefore, another objective of this project is to improve the system of water pollution management, including total maximum daily load (TMDL) and stormwater permit system. The relative references and cases are studied, and we will organize consultation meetings to deliberate the direction of the management systems for further planning. Moreover, to strengthen the management of NPS pollution, it is important to popularize the NPS-BMP manuals. This project will have to update and localize the original manuals by adding new technologies and concepts, and go through the manual workshop to achieve the purpose of promotion. Through the application of these tools and system, we can construct the domestic strategies and methods to water quality management as well as the NPS management for the future.
